I am directed by Secretary Sir Samuel
Hoare to refer to Colonial office letter No.53548/35
of the 30th July, regarding the shipment of a
consignment of arms to Canton via Hong Kong. Since
no reply has yet been received to the note to be
addressed to the United States Government in
accordance with the despatch to His Majesty's
Ambassador at Washington No.515 of the 18th June,
the question of requiring a copy of the export
licence before granting "in transit" facilities
in Hong Kong has not as yet arisen. Sir Samue 1
Hoare has therefore no objection to the passage of
the present consignment through Hong Kong, provided
that the conditions hitherto regarded as establishing
the right to "in transit" status are fulfilled.
2. I am to add that the questions raised by the
Officer administering the Government of Hong Kong in
the telegram enclosed in Colonial Office letter No.
53548/35 of the 25th July are under consideration and
that Sir Samuel Hoare is in consequence unwilling to
suggest any stipulations regarding the form of the
contract entered into in the present instance.
